Human Resources, Staffing and Scheduling

One of the database projects Michelle Meyer is most proud of is the human resource, staffing and scheduling database she built (and maintains) for City of Madison, WI Fire Department. City of Madison Fire Department (MFD) has over 300 employees, scheduled across 3 different shifts and 12 stations (with multiple rigs). Michelle started working with MFD over 15 years ago. The staffing and scheduling portions of the MFD database cover the following areas:

  1. Staffing across 3 shifts of personnel
    • Each Firefighter-EMT is assigned to one of 3 shifts. These assignments are reviewed and revised once a year, depending on retirements, transfer requests and other criteria.
  2. Scheduling all 12 stations. The daily schedule must acommodate:
    • Each station has 2 or 3 rigs that must be scheduled on a daily basis
    • FLSA Rules must be adhered to.
    • Minimum Staffing Levels have to be maintained for Offiers, Paramedics, Firefighters, SCUBA, Tech, Hazmat and other specialized teams.

  3. Training Division Schedule
    • Every field/station employee must maintain certification in areas such as firefighting, EMT, Paramedics, SCUBA, Tech, Hazmat and other specialties. If an employee's certifications lapse in any area, they must be pulled off their regular duties until certifications are up to standard. One important function the MFD database fulfills is cross-referencing the station schedule with the training center schedule. If an employee is due for required training, and scheduled to work the day of training, the employee and his/her supervisor is notified. This one feature allows MFD to maintain licensure for all affected employees.
